FP&M SETA Skills Development Programmes: Building Careers in South Africa’s Fibre Processing and Manufacturing Industries

The Fibre Processing and Manufacturing Sector Education and Training Authority (FP&M SETA) plays a vital role in developing the skills needed to support one of South Africa’s largest manufacturing sectors. Through a variety of funded learning opportunities, FP&M SETA helps unemployed youth, employed workers, and businesses gain the knowledge and practical experience required to thrive in the modern workplace.

FP&M SETA works closely with employers, accredited Skills Development Providers (SDPs), TVET colleges, universities, and industry stakeholders to deliver high-quality training programmes that improve employability, productivity, and economic growth. The organisation serves industries including clothing, footwear, forestry, furniture, leather, packaging, printing, publishing, pulp and paper, textiles, and wood products.

FP&M SETA

FP&M SETA is one of South Africa’s Sector Education and Training Authorities (SETAs) established under the Skills Development Act. Its primary objective is to facilitate skills development by funding and supporting learning programmes that address scarce and critical skills within the fibre processing and manufacturing sector. As industries increasingly adopt automation, digital technologies, and sustainable production methods, FP&M SETA focuses on preparing learners for the future of work.

Skills Development Programmes by FP&M SETA

FP&M SETA supports several workplace-based learning interventions designed to equip learners with practical experience and nationally recognised qualifications.

Learnerships

Learnerships combine structured classroom learning with practical workplace training. These programmes lead to qualifications registered with the South African Qualifications Authority (SAQA) or the Quality Council for Trades and Occupations (QCTO). Learnerships generally carry at least 120 credits (or the qualification-specific requirement) and are aimed at developing occupational competence in priority manufacturing fields.

Skills Programmes

Skills Programmes are shorter occupational training courses that focus on specific competencies required by industry. These programmes are NQF-aligned and carry a minimum of 45 credits, allowing learners to build skills that can contribute toward a full qualification over time.

Apprenticeships

Apprenticeship programmes prepare learners for artisan and engineering trades within the FP&M sector. Participants receive extensive practical workplace experience alongside institutional training before completing a trade test. These programmes support the development of highly skilled artisans in priority occupations.

Internships

FP&M SETA internships provide graduates and qualified learners with structured workplace experience related to their qualifications. Internship opportunities are designed to improve work readiness and increase graduates’ chances of securing permanent employment.

Work Integrated Learning (WIL)

Work Integrated Learning programmes assist TVET College and Higher Education students who require workplace exposure to complete their qualifications. Learners gain hands-on industry experience while fulfilling academic requirements.

Bursaries

FP&M SETA also funds bursaries for scarce and critical skills programmes at NQF Level 5 and above. These bursaries support students enrolled at accredited higher education institutions in qualifications aligned with industry needs.

(AET)

Adult Education and Training programmes help individuals improve foundational literacy, numeracy, and workplace skills. These programmes are delivered through accredited providers and support lifelong learning within the sector.
